vests

So i was walking in the mall today and two cops walked by (real cops) and the one says to the other, what vest do you have? Do they really have choices? Is there a cadillac of bullet proof vests with coolmax lining and the works? Shouldn't they all have the same vest and thus the same chance for survival? Enlighten me someone.
